The adoption of the blue crime prevention light has risen in the residential area in the whole country. The resident is expecting that the blue crime prevention light is effective in the crime prevention such as snatches. In Nara Prefecture, the blue crime prevention light is adopted in advance of the whole country. The writers of this special feature introduce a study/findings such as the fact-finding of the national scale including the example of Nara, the consciousness investigation of inhabitants, the evaluation of the illumination matter as the crime prevention light, psychology/a physiology evaluation result, the energy to use. A purpose of this special feature is to show a condition of a problem and the adoption of the blue crime prevention light. As for this editing plan, the Illuminating Engineering Institute of Japan is expression of the one of the ideal methods of the contribution for the society.

In the collaborative research with Kagoshima city conducted in 2008, white lamps showed an advantage in brightness and economy. However in the public testing conducted in modeling areas, impression evaluation and acceptability of blue lamps in brightness and visibility by residents and taxi drivers showed better results than results of illuminance measurement and data provided in catalogues. It is recommended to use blue lamps as a part of compound security measures such as increasing awareness of residents against crimes or stepping up security patrols, with adequate understanding of advantages and disadvantages of blue lamps, and to apply them in harmony with lighting environment of surrounding areas.

Nara prefecture has introduced in June 2005 a crime prevention measures using blue security lighting, which was the first approach in the nation that focused on color effects. This report describes how blue security lighting was introduced, the state of progress of the exercise, and effects of installation in relation to compound security measures.

It was completely unexpected that one TV program broadcasted three years ago would have such enormous influence throughout the nation. Most of blue security lights in use are 20W fluorescent lamps and brightness of streets illuminated by them is around 1lx which is far from 3lx, the recommendation for crime prevention. Interview surveys, illuminance measurement, and resident questionnaires are conducted in Nara prefecture, where first blue security lighting was installed, and other various regions. This report also includes results of surveys and studies conducted by other organizations and institutes. I hope this report gives some suggestions to regions where blue security lighting is already installed as well as regions considering to install it.

This paper introduces the visibility and atmosphere from both sides of the illuminance and the consumption energy under chromatic light lighting based on the experiment with a fluorescent lamp.The grade of detail identification of red light and yellow light, the color identification of white light, the brightness of blue light are good. In addition, the action on the atmosphere of color and quantities of light is shown.Suspects have the caution to blue light at the time of the investigation. The clearness of the image of the security camera is decided because of a relative relation between the light source and the camera performance, and the visibility of the image under blue light is not always low.

To clarify the influence on human under having chromatic light, lighting we carried out a series of experiment that the 8 college-age females exposed to 10 lighting conditions which consist of 5 colors of chromatic light and two levels illuminance during 60 minutes. The subjects were measured physiological and psychological responses. As a result, the influence of the illuminance and chromatic light was admitted in the impression evaluations and the tiredness feeling evaluations, however there is no significant influence on each physiological measurements.

In order to estimate the effects of nocturnal blue dominant light exposure on the residents living in the neighborhood of the light, non-visual physiological effects and suitability for the nocturnal living environment are reviewed. If residents are exposed to the blue dominant light in the nighttime for a long time or every night for a long period, undesirable effects on the physiological and mental suitability for the nocturnal living environment can be produced even in the lower illuminance level. It is supposed to be necessary that nocturnal blue dominant light exposure has to be avoided by shielding the external light.

The crime prevention lighting is essential facilities for security and relief of the walker. Inspection was performed about the evaluation of the crime deterrent effect and other prospective effects of blue crime prevention lighting introduced nationwide. As a result, the crime deterrent effect was combined with general security measures. Furthermore, it was not recognized the psychological physiologic effects. On the other hand, the possibility that a blue light had bad influence on sleep was suggested. In this paper, I examined the performance of crime prevention lighting based on these provided knowledge.
